I have laid before the Lords Commissioners of Her Majesty's Treasury Mr Lucas' letters of 6th August and 13th September last (No: 20764), proposing that the Colonial Government of Hong Kong should increase, as from 1st January next, the amount of its Military Contribution from 17% to 20% of its net Revenue. My Lords have also received a letter of the 16th instant from the War Office on the subject .
In reply, I am to request you to inform Mr Secretary Chamberlain that They concur generally in the terms of the draft Despatch which he proposes to address to the Colonial Government, subject to the minor altera- -tions suggested by the War Office.
